That's parcel windlight -it only works for firestorm and phoenix viewers.
To set it for the region, in Singularity or Firestorm go into the region/estate tools and hit the enviroment tab, then click the "use these settings" radio button and from there you'll be able to pick out the windlight settings you want from dropdown lists (one for water, one for sky, one for day cycle). Once you apply those settings, almost anyone with a 3.x based viewer will be able to see your region with the windlight settings you pick.
This only works for regions, can only be picked one region at a time (it won't set them for the whole estate, despite what you'd think) and cannot be seen by Cool VL Viewer (Henri deliberately ripped out the region windlight code from his viewer for some reason).
It also cannot be seen Imprudence or any other 1.x viewer except for later versions of the Phoenix viewer.
However, if your users are using a modern viewer (NOT Cool VL Viewer), they'll be able to see the settings you chose.
